  • Francois Emond
    Executive Director

    François Emond is the Executive Director of the Canadian Public Procurement Council.  He was nominated on a part time basis in March 2013.  He then accepted the role on a full time basis in January 2024. He will continue the development of our organization in making it the Canadian reference in public procurement while continuously providing greater value for our members and establishing strategic partnerships.

    His knowledge but also his leadership contributed to build a solid experience in the field of procurement in both the private and public sector first as a professional but also in leadership positions over the last 28 years. His broad experience in different sectors and his constant desire to elevate the role of procurement in all organizations where he has worked have allowed him to fully understand the reality and the challenges that public procurement professionals face on a daily basis.

    François also enjoys transferring his knowledge to others by teaching different business related subjects at both university and college level. He is finally a graduate from the University of Sherbrooke where he earned an MBA degree and he is also certified as a CPPO.

  • Éric Blanchette-Ouellet
    Learning and Membership Experience Manager

    Eric is an experienced bilingual manager and advisor with deep knowledge of public procurement, information management, market development, and public service relations. Dynamic, empathetic, and results-oriented, Éric is committed to the success of the CPPC and its member community. He indeed served on the CPPC Board of Directors from 2007 to 2016, with the role of President at the end of his term.

  • Joannie Blais
    Executive Assistant

    Joannie Blais has held the role of Executive Assistant at the Canadian Public Procurement Council since May 2016. In this key position, she assists the Executive Director in the Council’s daily operations and is responsible for a variety of essential administrative tasks within the organization. Joannie holds a Bachelor’s degree in Business Administration from the Université du Québec à Rimouski. Her academic background was focused on administration, providing her with a solid foundation for her professional career. Her vision for the future is to make a significant contribution and support the organization’s long-term strategic objectives.

    Special Project Manager

    Isabelle has over 30 years of experience in procurement and contract management. She leads and trains teams of professionals while working in various organizations across the education, municipal, parapublic, and private sectors. With a bachelor’s degree in business administration and a master’s degree in organizational development, she has chaired specialized procurement committees for public organizations. Her versatile expertise includes change management, implementation of computerized management systems, and skills analysis and development. Her analytical approach and innovative capacity allow her to advance practices in her field while contributing to the improvement of organizational performance.

    Marketing & Communications Manager

    Lynne Marleau brings over 15 years of bilingual communications experience, with expertise in membership-based organizations and the non-profit sector. Her strategic background in digital marketing, inclusive design, and stakeholder engagement strengthens our ability to connect meaningfully with members and partners across the country.

    Lynne has led national campaigns, crafted bilingual content that is both accessible and compelling, and managed the promotion and logistics of major events with precision and creativity. Her visionary approach to communication, grounded in equity, collaboration, and community impact, aligns seamlessly with CPPC’s mission and values.
