  • Lise Patry
    Associée, LXM LAW

    Lise Patry B.A.Sc. (Eng), LLB,  is a business lawyer and former chief procurement officer and technology executive with over 25 years legal experience supporting clients in both public and private sectors, including federal, provincial and MASH-level organizations.  Specializing in public procurement and contract law, Lise uses her business and legal background to help clients adopt a risk-based approach when conducting their procurement and contracting activities.   Lise has also worked with The Procurement School (formerly NECI) as a trainer and course facilitator since 2017.

  • Majid Charania
    Directeur de la conformité - Bureau de la concurrence

    Majid is Director of Compliance and Outreach with the Competition Bureau of Canada. He is responsible for promoting compliance by businesses of all sizes with the Competition Act and other labelling statutes that fall under the responsibility of the Bureau. Prior to assuming this role, Majid was Special Advisor to the Commissioner of Competition, the head of the Competition Bureau. He has significant enforcement experience leading or participating in complex merger reviews and abuse of dominance cases, both at the Bureau and at the European Commission as a visiting case handler. He also has experience litigating on behalf of the Commissioner and providing legal advice to the Bureau as counsel with Competition Bureau Legal Services, a unit within the Canadian Department of Justice. Prior to joining the Competition Bureau, he worked for a national law firm and in sales and marketing for a major integrated oil and gas company. Majid holds a Certified Compliance and Ethics Professional (International) designation from the Society for Corporate Compliance and Ethics, as well as a JD from the University of Ottawa and an international bachelor of business administration from the Schulich School of Business at York University.

  • Jeannette Bruno
    Deputy Chief of Staff - SOVRA

    Jeannette Bruno is SOVRA’s Deputy Chief of Staff, where she spearheads enterprise transformation initiatives. She is a former public servant with over fifteen years of experience managing complex projects, conducting program evaluations, and leading enterprise-wide change management initiatives in the public and non-profit sectors. As a federal civil servant, Jeannette worked for the US Department of Veterans Affairs on national digital modernization and change management campaigns, with a specialization in digital identity proofing and digital healthcare. At GSA’s IT Modernization Centers of Excellence, she managed over nine several large-scale IT modernization efforts at federal agencies to help employees embrace new ways of working. Prior to federal service, Jeannette led change management initiatives and procurement modernization initiatives at the City of Philadelphia. She is a certified federal coach specializing in navigating change, a SHRM Certified Professional, and was one of the US government’s only Certified Foresight Practitioners.

    Tim Reeve brings 25 years of sustainability consulting experience and is recognized nationally and internationally as a thought leader in sustainable procurement and supply chain management. As President of Reeve Consulting, a firm based in the Gastown neighborhood of Vancouver, Tim leads a team that designs Sustainability Strategies, Policies, and Engagement Programs for Post-Secondary Institutions, local governments, Crown corporations, and private sector clients across industries such as retail, energy, mining, finance, and transportation.

    Tim is widely respected for his ability to collaborate with diverse stakeholder groups, empowering organizations to leverage their purchasing power and sourcing influence to address critical environmental and social issues. His mission is to drive a profound transformation in Canadian institutional procurement, ensuring that sustainability is a core decision factor alongside price, quality, and service while pushing suppliers to exceed basic standards for human rights and fair labor practices.

    Outside of the office, he is an avid traveller, and recently returned from the Himalayan Kingdom of Bhutan where he was learning about their Gross National Happiness Index and policy frameworks. Tim originally grew up in Vancouver and is a proud father, as well as a keen trekker, open water swimmer and downhill skier.

  • Anick Cormier
    Directrice des politiques d’approvisionnement et de la sensibilisation, Service Nouveau-Brunswick

    Anick Cormier, BAA, MBA, est la directrice des politiques d’approvisionnement et de la sensibilisation à la Direction des services d’approvisionnement stratégique et de l’habilitation chez Service Nouveau-Brunswick. Elle est responsable de l’élaboration et de la gestion des politiques et des cadres qui soutiennent les activités d’approvisionnement du gouvernement du Nouveau-Brunswick (GNB). Avec 25 ans d’expérience dans le secteur public, Anick a occupé divers rôles, se spécialisant en amélioration des processus, développement des affaires, gestion des relations avec la clientèle et élaboration de politiques. Anick détient plusieurs certifications, y compris le « Public Sector Procurement Program » (The Procurement School), « Canadian Law » et « Precision Drafting » (The Procurement Office) et une ceinture noire Lean Six Sigma. Forte de sa formation approfondie et de ses plus de 10 ans d’expérience en approvisionnement public, Anick offre des conseils d’experte au GNB et à d’autres organismes du secteur public au Nouveau-Brunswick, les aidant à naviguer avec confiance dans les complexités de l’approvisionnement public.

  • Vincent Vu
    Direction de l’approvisionnement et de la gestion immobilière – Ville de Lévis

    Vincent Vu dirige la Direction de l’approvisionnement de la Ville de Lévis, 7e plus grande ville de la province de Québec. Avec plus de 30 années à titre de gestionnaire dans le milieu municipal, il a développé son expertise dans l’optimisation des processus, la planification stratégique, la gestion du changement, la gestion de projets ainsi que dans l’approvisionnement stratégique. Il a par ailleurs siégé sur le conseil d’administration de l’Association des Gestionnaires Financiers Municipaux du Québec (AGFMQ) pendant 11 ans et ce jusqu’en 2014 et à ce titre il a contribué, en collaboration avec le CERIU (Centre d’Expertise et de Recherche en Infrastructures Urbaines), à l’élaboration du modèle de « Devis à obligation de performance » (DOP). Titulaire d’un Baccalauréat en administration des affaires de l’Université Laval, il détient aussi une formation de comptable en management accrédité. Il a été élu sur le Conseil d’administration du CCMP en 2014 et est fier de pouvoir contribuer à promouvoir ce réseau national de professionnels des marchés publics.

    Jess is an analyst at Gartner with 15+ years of experience across sourcing and vendor management – mostly in the Ontario public sector, with a focus on IT, professional and corporate services. Her research focuses on innovative sourcing approaches, better contracting, and driving value for her clients – especially within the global public sector. She has led end-to-end procurement processes for several hospitals across Ontario, including new and transformative solutions and most recently led a team of specialists conducting end-to-end procurement activities for hospital clients. She uses the lessons learned through her career to advise and help clients navigate the complex world of technology sourcing with a focus on achieving outcomes.

    Directrice nationale, Service des marchés – Construction de Défense Canada (CDC)

    Mélanie a commencé sa carrière dans le secteur privé comme ingénieure. Elle s’est jointe à l’équipe de CDC en 2007 à titre de coordonnatrice des marchés de la Région de la capitale nationale à Ottawa. En 2009, elle a été promue chef d’équipe, Services des marchés, où elle a dirigé une équipe responsable des plans d’approvisionnement pour le programme d’immobilisations du MDN. Par la suite, Mélanie a été mutée au siège social à titre de spécialiste technique, Approvisionnement, où elle a mis l’accent sur la réalisation de partenariats public-privés. Elle a été promue directrice nationale, Services des marchés, en 2017. Elle est titulaire d’un baccalauréat ès sciences appliquées en génie chimique de l’Université d’Ottawa.

    Currently a Category Specialist at the Workplace Safety and Insurance Board (WSIB), she has over 16 years of experience across the public and private sectors, including pivotal roles with the Toronto Police Service and Sears Canada. She specializes in « right-to-left » strategic thinking with modernization at the forefront of her transformations.

    She holds both NISCL-CSCL and MCIPS designations and is certified in Process Management. As a frequent advocate for the betterment of future Procurement, she is taking a focus on how AI best practices and team cohesion drive best-in-class business outcomes.

  • Travis Janzen
    Manager, Procurement Services - WSIB

    Travis Janzen has 16 years of experience in public sector procurement. He earned his undergraduate degree in psychology from Trent University, and began his procurement career after a contract role at CBC. Since then, he has obtained his CSCMP and CPPO designations and was among the first professionals to earn the NIGP-CPP credential. Travis currently works as Manager, Procurement Services at WSIB, where he has strengthened the Strategic Sourcing team’s cohesion through a focus on team building and practical, people-first approaches.

    Outside of work, Travis is highly active—running with donkeys in Colorado, competing in Tough Mudders, and taking on endurance challenges such as a 48-hour adventure race. He is also the founder and race director of the Oakville Remembrance Trail Run.

  • Heather Bartlett
    Gestionnaire, Assurance qualité et gestion des risques - BOA

    Heather Bartlett has been a member of the federal public service since 2003 gaining significant experience in procurement management, policy compliance, and leadership.

    She has held various roles across multiple departments starting her career as a procurement officer at the Department of National Defence, transitioning to procurement policy and her current role.

    Heather has held numerous leadership roles, including Senior Manager and Acting Director roles. She has been responsible for policy guidance related to topics such as Intellectual Property, Procurement Risk and Limitation of Liability, Greening Government, Diversity and Inclusion, Social Procurement, and Indigenous Procurement Initiative (5%). Additionally, she has served as a mentor to procurement officers and policy analysts through formal channels and enjoys the interactive discussions leading to personal growth and a stronger public service.

    Heather joined the Office of the Procurement Ombud in January 2024. She has since become a certified mediator and has led and contributed to many reviews of complaints, knowledge deepening and sharing reports, and strategic planning exercises.

    On a personal note, Heather is Metis, English, Irish and French and she identifies as she/her. She loves to travel and is an avid gardener.

    François Emond occupe le poste de Directeur général du Conseil canadien des marchés publics. Ses connaissances mais aussi son leadership ont contribué à bâtir une solide expérience dans le domaine des achats tant dans le secteur privé que public d’abord en tant que professionnel mais également dans des postes de direction au cours des 30 dernières années. Sa vaste expérience dans différents secteurs et sa volonté constante d’élever le rôle de la fonction achats dans toutes les organisations où il a travaillé lui ont permis de bien comprendre la réalité et les défis auxquels les professionnels des marchés publics sont confrontés au quotidien.

    François aime également transmettre ses connaissances aux autres en enseignant différentes matières liées au monde des affaires tant au niveau universitaire que collégial. Il est enfin diplômé de l’Université de Sherbrooke où il a obtenu un MBA et il détient également une certification professionnelle de CPPO (Certified Public Procurement Officer).

  • Kimberley Murphy

    Kimberley Murphy has been with the Nova Scotia Government in the Procurement division for the past 13 years. In her current role as Manager of Procurement Engagement, she is responsible for developing and delivering information on the policies and processes of public procurement for internal and external groups. Included in that group is the supplier community where Kimberley has focused much of her efforts to engage suppliers in the public procurement process through events, on-line resources and by participating in the Atlantic Supplier Development team where she served two terms as Chair. Kimberley joined the Board of Directors in October 2016 after chairing the CPPC Forum held in Halifax.
