François Émond
Directeur général, CCMP
François Émond occupe le poste de Directeur général du Conseil canadien des marchés publics. Il a été nommé à temps partiel en mars 2013. Il a ensuite accepté d’occuper cette fonction à temps plein en janvier 2024. Il poursuivra le développement de notre organisation en faisant d’elle la référence canadienne en matière de marchés publics notamment par la mise en place de partenariats stratégiques tout en contribuant à relever la prestation de services aux membres.
Ses connaissances mais aussi son leadership ont contribué à bâtir une solide expérience dans le domaine des achats tant dans le secteur privé que public d’abord en tant que professionnel mais également dans des postes de direction au cours des 28 dernières années. Sa vaste expérience dans différents secteurs et sa volonté constante d’élever le rôle de la fonction achats dans toutes les organisations où il a travaillé lui ont permis de bien comprendre la réalité et les défis auxquels les professionnels des marchés publics sont confrontés au quotidien.
François aime également transmettre ses connaissances aux autres en enseignant différentes matières liées aux monde des affaires tant au niveau universitaire que collégial. Il est enfin diplômé de l’Université de Sherbrooke où il a obtenu un MBA et il détient également une certification professionnelle de CPPO (Certified Public Procurement Officer).
Majid Charania
Directeur de la conformité, Bureau de la concurrence

Majid is Director of Compliance and Outreach with the Competition Bureau of Canada. He is responsible for promoting compliance by businesses of all sizes with the Competition Act and other labelling statutes that fall under the responsibility of the Bureau. Prior to assuming this role, Majid was Special Advisor to the Commissioner of Competition, the head of the Competition Bureau. He has significant enforcement experience leading or participating in complex merger reviews and abuse of dominance cases, both at the Bureau and at the European Commission as a visiting case handler. He also has experience litigating on behalf of the Commissioner and providing legal advice to the Bureau as counsel with Competition Bureau Legal Services, a unit within the Canadian Department of Justice. Prior to joining the Competition Bureau, he worked for a national law firm and in sales and marketing for a major integrated oil and gas company. Majid holds a Certified Compliance and Ethics Professional (International) designation from the Society for Corporate Compliance and Ethics, as well as a JD from the University of Ottawa and an international bachelor of business administration from the Schulich School of Business at York University.
Tim Reeve

Tim Reeve brings 25 years of sustainability consulting experience and is recognized nationally and internationally as a thought leader in sustainable procurement and supply chain management. As President of Reeve Consulting, a firm based in the Gastown neighborhood of Vancouver, Tim leads a team that designs Sustainability Strategies, Policies, and Engagement Programs for Post-Secondary Institutions, local governments, Crown corporations, and private sector clients across industries such as retail, energy, mining, finance, and transportation.
Tim is widely respected for his ability to collaborate with diverse stakeholder groups, empowering organizations to leverage their purchasing power and sourcing influence to address critical environmental and social issues. His mission is to drive a profound transformation in Canadian institutional procurement, ensuring that sustainability is a core decision factor alongside price, quality, and service while pushing suppliers to exceed basic standards for human rights and fair labor practices.
Outside of the office, he is an avid traveller, and recently returned from the Himalayan Kingdom of Bhutan where he was learning about their Gross National Happiness Index and policy frameworks. Tim originally grew up in Vancouver and is a proud father, as well as a keen trekker, open water swimmer and downhill skier.
